Why we wrote this — No English-language guide accurately described the direct Air France CDG-Tocumen flight with a dog in cargo in 2026. Nor the “one cargo dog per flight” limit. Nor the practical logistics on arrival in Panama. Here’s our raw experience.
The problem we hadn’t anticipated
December 2025. We’re planning our move. Two sisters, 20 and 24, two dogs (two shepherd mixes, 23 and 26 kg). We want the direct Air France CDG → Tocumen flight to minimise stress. We call Air France’s animal desk.
Their answer: “Madame, we only have one cargo dog spot per flight. For two dogs, you’ll need two flights.”
We check Copa Airlines (Madrid connection): same rule, one spot per flight. KLM, Lufthansa: same.
It’s a technical constraint tied to the pressurised animal compartment, not a commercial policy. If you have more than one dog to ship, you cannot fly together — unless one weighs under 8 kg and can travel in the cabin.
Both our dogs are over 23 kg. So cargo. So two separate flights.
The decision: March 24 and 25, 2026
We pick the direct Air France 449 flight CDG → PTY. 11h flight. No layover.
- March 24, 2026: older sister + first dog.
- March 25, 2026: younger sister + second dog.
Same flight, 24 hours apart. The older sister arrives first, sets up the hotel room and meets the second sister the next day.
Paperwork preparation — start 4 months ahead
For a clean Panama import, here’s what we did from November 2025:
- ISO microchip already implanted in each dog (verified on scanner by our French vet).
- Rabies vaccination up to date (between 30 days and 1 year before the flight). Renewed both dogs in November 2025 to be safe.
- Core vaccines: distemper, parvo, hepatitis, lepto, bordetella — all current.
- MIDA permit (Panama’s Ministerio de Desarrollo Agropecuario): online application, $100 per dog, issued in 7-10 days.
- AGRI certificate (DDPP France): the trickiest piece. Appointment with a vet authorised for “third-country export” within the 10 days before departure. That vet signs a certificate later stamped by the local DDPP.
- Hague apostille on the AGRI certificate: request to the territorial Court of Appeal. Allow 4-6 weeks in Paris.
- Antiparasitic treatment (internal + external) within the 5 days before the flight, noted on the certificate.
Total paperwork: ~250 € per dog (vet visit + MIDA permit + apostille).
The IATA crate
Air France requires an IATA Live Animal Regulations compliant crate. Not an “airline-friendly” crate. IATA strictly, otherwise refusal at check-in.
We picked Petmate Sky Kennel size 400 (intermediate) for both dogs. Bought on Amazon France, 220 € per crate. 7-day delivery. Criteria:
- Dog must stand without lowering its head.
- Turn around without touching the sides.
- Ventilation on 4 sides.
- Bolted screws (not plastic clips).
- LIVE ANIMAL label affixed.
We trained the dogs to the crate for 6 weeks before departure: meals inside, naps inside, door open. On the day, they walked in stress-free.
Flight day — actual chronology
Here’s March 24, 2026, as we lived it.
- 05:00: vet appointment for the final check (included in AGRI prep).
- 07:30: arrival at Roissy CDG terminal 2E.
- 08:00: Air France check-in counter. Crate + dog weighed: 38 kg total. Cargo fee: €350 charged on the spot, by card. Visual crate inspection by the agent. OK.
- 08:30: dog handed off to a dedicated animal agent. Off to cargo. The hard moment — we won’t see her again until Panama.
- 09:30: security + duty-free.
- 10:35: boarding. The captain confirms via PA that animals are loaded.
- 11:25: takeoff CDG.
- 15:30 (Panama time, GMT-5): landing at Tocumen. Flight took exactly 11h.
Off the plane, we head straight to the animal arrival zone (signposted). Find the dog in her crate, open the door with leash in hand, take her out, give her water. MIDA inspection on the spot: they check papers + scan microchip. All OK.
Total between landing and exiting the animal zone: 50 minutes.
Hotel Riande Aeropuerto — first night
We had booked Hotel Riande Aeropuerto (5 min from Tocumen by shuttle). Why this hotel:
- Free shuttle from the airport (every 30 min, 24/7).
- Dog-friendly (mention at booking).
- Reasonable rate: ~$85/night in March.
- Breakfast included.
The shuttle picked us up with the crate. We dropped the bags, the dog walked the room, slept 12 hours. So did we.
On March 25, the younger sister arrived on the same direct flight with the second dog. Same process. The shuttle picked all three of us up (two humans, two dogs, two crates returning). Reunion night at the hotel.
Marbella — first month in dog-friendly Airbnb
On March 26, taxi to our 1-month Airbnb in Marbella. We had picked it on Airbnb with the “pets allowed” filter + direct contact with the host (always confirm explicitly with the host, don’t trust the auto-flag alone).
Why a 1-month Airbnb instead of straight to long-term:
- We wanted to see neighborhoods in real life before signing a 1-year lease.
- Long-term rental viewings happen on the ground, much more efficient than from Paris.
- Marbella is central, walkable, and our dogs could walk to nearby Parque Urracá.
Cost: $1,800 for 30 nights, two humans + two dogs, all-inclusive (Wi-Fi, end-of-stay cleaning).
Bella Vista — the long-term apartment
During that first month, we visited 12 apartments across 4 neighborhoods: Marbella, El Cangrejo, Bella Vista, Costa del Este.
We picked Bella Vista: best balance of price, walkability and dog acceptance. Many Panamanian landlords refuse dogs in buildings — you need to filter hard. We signed a 1-year lease in a building whose condo bylaws explicitly allow dogs up to 25 kg.
What’s next
With Kraemer & Kraemer attorneys (Panama City), in parallel we started:
- Incorporating our Panamanian SA (since end of March).
- The Friendly Nations Visa file (apostilles, criminal records, proof of economic activity).
- Opening the bank account linked to the SA.
The visa takes 4-8 months to land. The SA is faster (3-6 weeks). Meanwhile, we sit on the 90-day tourist allowance.

About €3,600 total to bring both dogs and both of us, paperwork included.
What we’d repeat, what we wouldn’t
We’d repeat:
- The direct Air France flight. Pricey but clean — 11h cargo for a dog is manageable. A connection means 16h+ with stressful transit.
- Hotel Riande for night one. Free shuttle + dogs accepted, the right call.
- 1-month Airbnb in Marbella before long-term. Signing blind from Paris would have been a disaster.
We wouldn’t repeat:
- Doing the apostille 5 weeks before departure. Too tight — we sweated. Do it 8 weeks ahead.
- Underestimating long-term landlords who refuse dogs. If we did it again, we’d book 6 weeks of Airbnb instead of 4.
- Buying crates 3 weeks before. Buy 6-8 weeks ahead to acclimate the dog.
