Why the exchange is non-negotiable past 90 days
The Panamanian traffic code (Law 8/1986 + Decree 640/2006) imposes:
- 0-90 days: foreign license valid, tourist status recognized
- 91+ days: Panamanian license mandatory
The stake is NOT the fine ($50-100 USD on a routine checkpoint). The stake is insurance: your Panamanian auto insurance (mandatory third-party + optional comprehensive) voids coverage if you drive with an invalid license. In case of accident, you pay everything: damages, hospitalizations, third-party cars. For a standard accident, it quickly reaches $20,000-50,000 USD. For a bodily-injury accident: $100,000-500,000 USD.
Don’t play with this. The $30 ATTT fee is the cheapest insurance purchase of your life.
The big advantage: no exam
Panama maintains bilateral direct-exchange agreements with about thirty countries — including France, Belgium, Canada, USA, Italy, Spain, UK, Germany, Switzerland, Luxembourg. These agreements mean:
→ No theory exam (the Panamanian multiple-choice quiz in Spanish, which we avoid)
→ No driving exam (driving on the right with an ATTT instructor, which we also avoid)
→ Simple administrative exchange
Citizens of other countries (China, India, Russia, etc.) must pass both exams — budget $80-120 USD + 3-6 weeks of procedure.
The 6 steps of the exchange (1-2 days)
Step 1 — Book an appointment online
Go to transito.gob.pa → “Trámites en línea” → “Citas para Licencias”. Choose:
- ATTT Albrook (main headquarters, biggest but most crowded)
- ATTT Costa del Este (smaller, faster, preferable if you live east of PTY)
Available slots: morning (8 AM-12 PM) or afternoon (1 PM-4 PM). Recommended: morning to get the license same day.
Without appointment: possible but average 3-4h wait. Avoid.
Step 2 — Prepare the dossier
Documents to bring on D-day:
- Original passport + 1 photocopy of the ID page + 1 photocopy of the entry stamp page
- Provisional or permanent cédula (if resident) OR passport with tourist entry < 90 days
- Original foreign license + 1 photocopy front + 1 photocopy back
- 2 Panamanian-format ID photos (4×4 cm, white background) — Foto Express Albrook does this in 10 min for $5
- ATTT fee: $30 in cash or Panamanian debit card (foreign cards rarely work)
No need for official translation of the foreign license — the European/US format with standardized categories (A, B, C, D) is directly recognized.
Step 3 — The medical certificate (on-site)
Once at the ATTT, you’ll be directed to a partner clinic (usually in the same building or 50m away). The doctor:
- Measures your blood pressure
- Vision test (eye chart at distance)
- Asks 2-3 questions about your general health (epilepsy, diabetes, vertigo)
- Issues a certificate in 20-30 min
Cost: $25-40 depending on clinic. Valid 6 months.
Tip: you can do this certificate BEFORE D-day at an ATTT-approved doctor in town (list on the ATTT website). Saves you 1h.
Step 4 — Dossier submission
Back to the ATTT counter. Present all documents. The agent:
- Verifies authenticity of the foreign license (sometimes calls the embassy for cross-check, rare)
- Scans your fingerprints (10 fingers)
- Takes your digital signature on tablet
- Hands you a receipt with pickup date
Step 5 — License pickup
Standard case: pickup 24-48h later. You return to the pickup counter, present the receipt + passport, receive the licencia de conducir Panamanian, plastic card format with photo + fingerprints + categories.
Express case: some ATTTs (notably Costa del Este) deliver in 2h same day if you submit before 11 AM.
Step 6 — Notify your car insurance
Important: send a copy of your new Panamanian license to your insurance company (ASSA, MAPFRE, Internacional, AIG, etc.) within the week. This updates your file and guarantees coverage in case of accident.
Traps to avoid
1. Too-old photo
ATTT requires a recent photo (< 6 months). Bring 2 photos taken in Panama (local format) — French/US passport photos may be refused if the agent is strict.
2. Medical certificate from a non-approved doctor
Only doctors on the ATTT list can issue the certificate. If you go to a random GP, it will be refused. The official list is posted at ATTT Albrook or downloadable on the website.
3. Expired foreign license
The foreign license must be currently valid at the time of submission. If your license expires in < 6 months, ATTT may refuse the exchange. If expired: ATTT will ask you to renew it in your home country first.
4. Driving without license during the wait days
The 24-48h between submission and pickup: technically you no longer have a valid license (the original foreign is confiscated). Do not drive during this window. Take Uber.
5. Forgetting to report address change
If you move within Panama after your exchange, you MUST update your address at ATTT (free, 1 day). Otherwise your license becomes technically non-compliant.
Special case: motorcycle drivers
If you ride a motorcycle (Panamanian cat. A), same procedure but ATTT verifies your foreign license carries the corresponding A category. The European AM category (moped) is NOT recognized — at least A1 (125cc) is needed for exchange.

That’s 10× cheaper than a new license in France. And 100× cheaper than an accident without valid insurance.
Keep your home license: the legal trick
ATTT officially confiscates your foreign license at submission and marks it “ANULADO” in their system. But they return it physically with an “EXCHANGED — PA 2026” stamp. Many foreigners living in Panama keep this stamped license as an archive + use it in their home country during short visits (technically legally gray, but accepted by home authorities in most cases).
If you move back home permanently: you’ll need to re-register at the home administration (1-3 months depending on country). The stamped license simplifies the procedure.
