What changed in 2021

The Friendly Nations Visa was restructured by decree 197 of 2021. Anything dated before that: ignore it. The new regime requires:

The three routes — which one for you?

1. The “Panamanian employment” route

You’re hired by a Panamanian company (local or multinational with PA presence). Gross salary > 850 USD/month. Fastest to validate, but requires a Panamanian employer willing to sponsor — rare when starting out.

2. The “real estate owner” route

Purchase Panamanian property worth at least 200,000 USD. The favored route for investor profiles. The property can be your residence OR a rental investment. The deed (escritura) serves as proof.

3. The “economic means” route

For most readers: 5,000 USD term deposit blocked for 2 years in a Panamanian bank, plus proof of stable income (international salary, pension, etc.).

My take — If starting without real estate or a Panama employer: economic means route. Heavy but doable.

The document stack — 2026 edition

Here’s the exact list my attorney uses. Changes since 2024 are rare but exist:

  1. Valid passport (6+ months remaining).
  2. 4 passport-format photos.
  3. Apostilled + translated birth certificate.
  4. Apostilled + translated marriage certificate (if applicable).
  5. Home country police clearance, apostilled + translated (< 6 months).
  6. Panamanian police clearance.
  7. DIJ Panama fingerprints.
  8. Medical fitness certificate.
  9. Recent HIV test (< 3 months).
  10. Panamanian bank account — see our Open an account guide.
  11. Proof of the chosen economic route (escritura, contract, term deposit).
  12. Bank reference letter from your home country.
  13. Notarized power of attorney for your Panamanian attorney.
  14. Panama entry stamp under 30 days old.
  15. Visa fees (800 USD), cédula fees (250 USD), bond fees (250 USD).

The Hague apostille on foreign documents is non-negotiable. Start it 2 months before departure.

The real cost — not the promises

My ticket for the “economic means” route in 2024–2025:

The term deposit is recoverable after 2 years. You get the 5,000 USD back with interest (~3 % p.a. in 2025).

The calendar — not before 14 months

  1. Month 0: enter Panama, open Tower Bank, sign POA.
  2. Month 1: file with Servicio Nacional de Migración.
  3. Months 1–4: DIJ fingerprints, medical, Panama police.
  4. Months 4–6: provisional residency issued (provisional cédula).
  5. Month 6: legal start of residency, you can open Banco General etc.
  6. Month 24: file for permanent residency.
  7. Months 26–28: permanent cédula issued.

If anyone promises you permanent residency in under 18 months in 2026, walk away.
