2. Eligibility conditions — classic naturalization

Condition 1 — Residence duration

5 years of PERMANENT residence in Panama. It’s the permanent cédula that counts, not temporary residence.

Someone holding the permanent visa but living mostly abroad (8-10 months/year) will be rejected.

Condition 3 — Spanish proficiency

7. Dual nationality

US side: the United States allows dual nationality — you don’t have to renounce US citizenship to become Panamanian. The Panamanian oath of allegiance does not, in practice, trigger loss of US nationality (the State Department presumes intent to retain). Crucially, US naturalization in Panama does not change your US tax obligations — US citizens file with the IRS worldwide regardless of additional passports.

UK side: the UK allows dual nationality with no declaration needed. You keep British citizenship.

Panama side: more subtle. Article 13 of the Panamanian Constitution says naturalized nationality can be lost by express renunciation or voluntary acquisition of another nationality after naturalization. In practice, naturalizing in Panama adds Panamanian nationality on top of the one(s) you already had — that isn’t an “acquisition after” event, so dual nationality holds. But acquiring a new third nationality after Panamanian naturalization could theoretically be a revocation ground (rarely applied).

Can I keep voting in home elections with a Panamanian passport? Yes — your home nationality guarantees your home voting rights for life. The Panamanian passport is an additional travel document, not a renunciation.

Do I need to declare my Panamanian nationality to my home authorities?
